In order to accomplish the overall mission of this Programme, mobilising knowledge to create leadership, ETSC organises a series of national debates, the PIN Talks. Key road safety policymakers are invited to an informal lunch or dinner to discuss national road safety policy, targets and strategies and to help create political leadership. National decision-makers are confronted with both the successes and shortcomings of their road safety policy.

In June each year, ETSC organises a PIN Conference. During that event ETSC publicises the results of the Annual Report and awards the PIN Award to a high level policymaker responsible for the country’s outstanding progress in road safety.

The 2012 PIN Road Safety Award was presented to Hungary. Dr. László Felkai, State Secretary at the Minister of Interior, and Mr. Zoltán Schváb, Deputy State Secretary responsible for infrastructure at the Ministry of National Development, jointly accepted the Award. Ms. Catharina Elmsäter-Svärd, Swedish Minister for Infrastructure and Mr. Eligijus Masiulis, Lithuanian Minister for Transport and Communications received the 2011 joint PIN Road Safety Award. On 22 June 2010 the joint Award was handed to Mr. Juhan Parts, Estonian Minister of Economic Affairs and Communications and Mr. Noel Dempsey T.D., Irish Minister for Transport. On 22 June 2009, a joint PIN Award 2009 was handed over to Spain and Latvia. Mr. Justo Zambrana, State Secretary, Ministry of Interior, Spain, and Mr. Nils Freivalds, State Secretary, Ministry of Transport, Latvia, received the Award during the PIN Conference in Brussels. In 2008, the second PIN Award was given to Mr. Mário Lino, Minister of Public Works, Transport and Communications of Portugal. In 2007, the first PIN Award went to Cécile Petit, Interministerial Delegate for Road Safety in France.
